There is a temptation in training to begin with the visible things. Teach a man to preach, to plant, to lead, and let his character catch up later. It rarely catches up. A man who can gather a crowd but cannot govern his own household will wound the very church he builds. So the order of formation is not a matter of taste. It follows the shape of the pastoral office in 1 Timothy 3 and Titus 1, where a man is examined first for who he is and only then for what he can do. Our 24-month curriculum is built around that order, in four phases.
Phase one: foundations and character
Before a man opens his mouth to teach, he is watched. Paul's lists for the elder in 1 Timothy 3 and Titus 1 are heavy with character and light on talent. Above reproach, self-controlled, hospitable, gentle rather than violent, not quarrelsome, not a lover of money, managing his own household well. Only one line concerns ability at all: able to teach. Everything else is who the man is when no crowd is watching.
So the first phase is slow on purpose. It sits with a man's conversion, his walk, his marriage if he is married, and his reputation among the people who already know him. It asks the questions that cannot be crammed for. This is not a hurdle to clear before the real training begins. It is the foundation the rest stands on, and if it is weak, everything above it will lean.
This is also where the oral, in-country design matters most. A man is not pulled out of his village and sent to a distant campus to be observed by strangers. He is formed among the people who can tell you whether the list in Titus is true of him. Character is not a subject you pass. It is a life the community can vouch for.
Phase two: the Word and sound doctrine
Only once the foundation is laid does the weight of doctrine go on it. A man of good character who does not know the Word will love his people into error. So the second phase gives him the shape of the whole Bible, the core of what the church has always confessed, and the ability to handle a text without twisting it.
The elder must, in Paul's words, hold firm to the trustworthy word as taught, so that he can give instruction in sound doctrine and rebuke those who contradict it. That is a double competence. He must be able to feed the sheep and to answer the wolf. Neither comes from a warm heart alone. Both require that he has been taught, and has learned to teach in turn.
We put this second, not first, for a plain reason. Doctrine in the hands of a proud or greedy man becomes a weapon. The same knowledge that builds a humble pastor puffs up an unformed one. Knowledge, Paul warns, puffs up, but love builds up. Phase one is what keeps phase two from becoming dangerous.
Phase three: shepherding and church-planting
A man may be godly and well-taught and still not know how to care for actual people. The third phase turns knowledge into the work of a shepherd. How to visit the sick and the dying. How to sit with a grieving family. How to correct sin without crushing the sinner. How to gather believers into an ordered church, appoint other men, and administer the ordinances Christ gave.
This is the phase where the classroom, such as it is, meets the field. A man is not lectured about shepherding in the abstract. He is doing it, under the eye of those further along, and being corrected as he goes. Competence here is gated, not assumed. A man moves forward when he has shown he can do the thing, not when he has heard about it.
There is a reason we call this the slow work of making a shepherd. You cannot microwave a pastor. The care of souls is learned the way any craft is learned, over time, in the doing, alongside someone who already knows the work.
Phase four: multiplication
The last phase is the one Paul names to Timothy. What you have heard from me in the presence of many witnesses, entrust to faithful men who will be able to teach others also. That single verse holds four generations: Paul, Timothy, faithful men, and others also. The aim of forming a pastor was never a single pastor. It was a line of them.
So the fourth phase teaches a man to do for others what has been done for him. To spot faithful men. To pour the first three phases into them. To let go of work he could keep for himself. A pastor who cannot reproduce is a dead end, however gifted. A pastor who can becomes the head of a stream that may run for generations he will never see.
This is also why the model is worth the patience it demands. A national pastor supported for, very roughly, around $85 a month in parts of Asia is not merely one worker in one place. If he is formed well, he is the beginning of a multiplying line, at a fraction of the cost of sending a Western missionary family, which often runs to $100,000 or more a year to reach the field. The math only works because the man was formed to multiply.
Why the order cannot be reversed
Everything in us wants to reverse this. Skill is measurable and quick to show. Character is slow and hard to see. So the pressure is always to promote the able man early and hope his soul keeps pace. Scripture forbids it. Do not be hasty in the laying on of hands, Paul tells Timothy, nor take part in the sins of others.
The order is a mercy, to the man and to the church he will serve. A man skilled before he is godly is a danger with a platform. A man taught before he is examined is a teacher no one has weighed. Each phase protects the next. Character makes doctrine safe. Doctrine makes shepherding true. Shepherding makes multiplication worth reproducing.
